BY-LAWS

Article I - Name
The name of this booster club shall be Immanuel Lutheran High School Athletic Booster Club (herein referred to as Booster Club). The organization shall be a non-profit and charitable and adheres to all rules and regulations as by local, state, and federal law.

Article II - Purpose
The Booster Club exists for the purpose of broadening the involvement of students, student families and the school, through support for all male and female activities of the inter-school athletic programs. The Booster Club works to achieve this through active participation of as many parents as possible in Booster Club programs and in concentrated support for individual sports, working closely with the coaches, athletic director and administration of the school.
  • To support, promote and maintain a high standard of integrity and good sportsmanship in all athletic activities of the high school.
  • To foster and promote good will and fraternal spirit among the members.
  • To promote and encourage better attendance to all sports activities by the parents, friends of athletes, the students, and faculty of the high school.
  • To promote and encourage more young men and women to get involved in athletics, either as an active participant or as a volunteer assistant, such as statistician, etc.
  • To provide financial assistance to assist in non-budgeted aspects of the athletic programs.
  • To assist in holding down expenses to the athletic department by volunteer services to the athletic department.
Booster Club identified to meet approved athletic department requests will be presented by the Booster Club to the school administration in order to establish general agreement and harmony in goals and purpose.

Article III - Membership
Section 3.02 - Membership Qualifications
Membership shall be accomplished by supplying the information as requested on the form provided by ILHS Booster Club and by the paying an annual membership due of $10.00. Dues shall be payable at the beginning of each school year.  Dues may be set, increased or decreased by the Executive Board and a majority vote of the general membership.

Section 3.03 - Voting Membership
Only members whose dues are currently paid shall be entitled to vote.

Section 3.04 Ex-Officio Members
All active coaches, an ILHS Administration designee, and the athletic director of Immanuel Lutheran High School shall be considered ex-officio members of the Booster Club.

Section 3.05 Non-Interference in the ILHS Athletic Program
Membership in the Booster Club shall not entitle any member to interfere in any way with the planning, policy, participation, or coaching of any organized athletic activity within the ILHS Athletic Program.

Article IV - Organization

Section 4.01 - General
There shall be an Executive Board, Booster Club officers, Committees, and General Membership

Section 4.02 - Officers
The officers of the Booster Club shall consist of a President, Vice-President, Secretary, and Treasurer.

Section 4.03 - Executive Board
The Executive Board shall consist of officers of the Booster Club, Athletic Director, and ILHS Administration designee. The Athletic Director and ILHS Administration designee will be ex-officio standing.

Section 4.04 - Club Year
The Booster Club year shall run from March 1 through February 28.

Article V - Meetings
Section 5.01 - General Membership Meetings
There shall be two (2) annual general membership meetings of the Booster Club. One meeting shall be coincidental with the CLC Grade School Tournament and the other shall be coincidental to the day prior to the start of the academic school year. Section 5.02 - Board Meetings
The Executive Board shall meet hold a regular meeting four (4) times per year on the first Thursday in the months of January, April, August, November. Special meetings may be called by the President or by a majority vote of the Executive Board. A two (2) week written notice must be given to all Executive Board members for any special meeting. A majority of the Executive Board member shall constitute a quorum for any meeting of the Executive Board.

Section 5.03 - Committee Meetings
Committee meetings may be called as necessary by the Committee Chairperson.

Article VI - Election of Officers
Section 6.01 - Date of Elections
Elections will be at the regularly scheduled general membership meeting held coincidental with the annual CLC Grade School Tournament. Members are allowed to submit votes via electronic mail. Electronic mail votes must be sent to, and received by the Secretary no later the Wednesday prior to the start of the CLC Grade School tournament.

Section 6.02 - Vacancy Appointments
In the event of a vacancy, the office shall be filled by a special election at the next general membership meeting. The President shall appoint a member to serve in the interim until said election can be held.

Section 6.02 - Selection of Officers
The Nominating Committee shall present a slate of candidates at least thirty (30) days prior to the date of elections. Any active member of the Booster Club shall have the privilege of making nominations or entering their name as a candidate for officer. Nominations will also be accepted from the floor at the general membership meeting when elections are held.

Section 6.03 - Nominating Committee
The nominating committee shall consist of five (5) members. The Executive Board shall elect two, two shall be elected from the floor at a general meeting which precedes the nomination meeting, and one shall be the principal of the school or his/her designee.

Section 6.04 - Voting
Any member of the Booster Club whose name is on the active roster for at least thirty (30) calendar days and is attendance at the general membership election meeting, shall be eligible to vote.

Section 6.05 - Terms of Office
Each officer shall be elected for a two (2) year term and shall take office following the close of the general membership meeting where elected. The terms of the officers shall be staggered such that the President and Secretary are elected in even years and Vice President and Treasurer in odd years.

Article VII - Duties of the Officers and Executive Board
Section 7.01 - Executive Board
The duties of the Executive Board shall be:

  • To transact the necessary and emergency business in the intervals between Booster Club meetings and other business as may be referred to it by the Booster Club.
  • To create standing and special committees.
  • To approve the plans of work of the standing committees.
  • To present a report at the regular meetings of the Booster Club.
  • To prepare and submit to the Booster Club for approval a budget for the fiscal year.
  • To approve any bills within the limit of the budget.
Section 7.02 - President
Preside at all regular and special meetings; recommend all committees and committee chairpersons.  Serve as an ex-officio member of all committees, except the nominating committee. Sign all formal correspondence of the ILHS Athletic Booster Club. Co-sign as required for all expenditures of the ILHS Athletic Booster Club funds. Serve as official spokesman of the ILHS Athletic Booster Club with ILHS Administration and ILC Board of Regents.

Section 7.03 - Vice President
The vice-president shall act as president in the event of his/her absence, death, or incapacity and shall assume his/her duties for the balance of his term unless replaced by the board.  The Vice President will acquire and maintain a listing of sports representatives for each sport. Co-sign as required for all expenditures of the ILHS Athletic Booster Club funds.

Section 7.04 - Secretary
It shall be the duty of the secretary to keep a record of all regular and special meetings, and all Executive Board meetings. It shall also be the duty of the secretary to maintain a current membership list, send out all notices and special letters. Co-sign as required for all expenditures of the ILHS Athletic Booster Club funds.

Section 7.05 - Treasurer
It shall be the duty of the treasurer to receive all monies due to the Booster Club and to deposit these monies in a banking institution approved by the Executive Board. Co-sign as required for all expenditures of the ILHS Athletic Booster Club funds. The treasure shall present a statement of account at all regular meetings and at other times when requested to do so by the president and shall make a full report at the annual meeting.   Assist the President in preparing the annual budget goals.

Article VIII - Standing and Special Committees
Section 8.01 - Creation of Standing Committees
The Executive Board may create standing committees, as it may deem necessary to promote the objectives and carry on the work of the Booster Club. The term of each chairman shall be one-year with a maximum of 3 consecutive years unless extended by the Executive Board.

Section 8.02 - Committee Plan
The chairman of each standing committee shall present a plan of work to the Executive Board for approval.  No committee work shall be undertaken without the consent of the Executive Board.

Section 8.03 - President and Ex-officio Member
The president shall be a member ex-officio of all committees, except the nominating committee.

Article IX - Financial Procedures
Section 9.01 - Donations
While the Booster Club will accept donations, it will not engage in the active solicitations of donations from any source.

Section 9.02 - Annual Budget Plan
By April 1 of each calendar year, the BoosterClub will provide the ILHS Administration and ILC Board of Regents an annual budget plan for the upcoming club year. This plan will include suggested new projects by the Booster Club, previously approved projects of the Booster Club, and previously accepted projects submitted by ILHS. ILHS retains the right to not approve any project submitted by the Booster Club. The Booster Club will accept projects submitted by ILHS. However, projects submitted by ILHS to the Booster Club may not be approved and included in the annual budget plan due to financial or other limitations of the Booster Club. The Booster Club always operates under the last annual budget plan officially approved by ILHS Administration or the ILC Board of Regents. The Booster Club can set or adjusts it annual budget plan at any regularly scheduled meeting, however, it cannot operate under that plan until it is officially approved by ILHS Administration or the ILC Board of Regents.

Section 9.03 - Financial Management
Cash assets of the Booster Club will be held in accounts apart from the ILHS budgets. All Booster Club accounts will be created or authorized under the signature of the current Chairman and Treasurer of the Booster Club. Any and all disbursements will require the co-signature of both the Chairman and the Treasurer.

Section 9.04 - Financial Reports and Audits
By February 25 of each calendar year, the Booster Club will provide to the ILC Board of Regents, a report on all revenues and expenditures for the previous club year. The financial records of the Booster Club will be audited at the end of each club year by a two (2)-person team selected by the Executive Committee. Additional audits may be requested the ILC Board of Regents or the Executive Committee at any other time each should deem advisable.

Section 9.05 Discontinuation of the Booster Club
In the event the Booster Club is dissolved, any funds of the Booster Club shall become property of the ILC Board of Regents to be used, as they deem appropriate.  It is hoped that any such funds would be used specifically for the benefit of the ILHS athletic program.

Article X - Changing the Bylaws
Section 10.01 - Method for Changing Bylaws
Suspension, alteration, and amendments to these bylaws shall be voted on only at a general membership meeting announced at least two (2) weeks in advance of the date of the meeting.

Section 10.02 - Required Vote
A two-thirds vote of the actual votes cast by active members present shall be necessary to suspend, alter, or amend any provision of the bylaws of the Booster Club. Votes may be cast via electronic mail. Votes cast by electronic mail must be sent to, and received by the Secretary no later than 1 (one) day prior to the announced general membership meeting.

Article XI - Property Rights
Membership in this association shall not entitle or vest any of the members with any property rights or rights having monetary value of any kind whatsoever, including but not limited to, property rights or monetary rights in the school or in the association.
